# AGENTS.md - UTF-8 Strict Policy

## Encoding Rules (Mandatory)
- All text files MUST be read/written as UTF-8.
- Never save source files with ANSI/Windows-1252/ISO-8859-1.
- Before writing to an existing file, preserve UTF-8 encoding.
- If mojibake patterns appear (`Ã`, `Ä`, `Å`, `�`), stop and repair before continuing.

## Safe Write Workflow
1. Create a `.bak` backup before large or bulk text edits.
2. Apply edits in UTF-8 only.
3. Re-open/verify files after write to ensure characters are intact.
4. If encoding corruption is detected, restore from backup and retry with UTF-8.

## Scope
- Applies to: `.ts`, `.tsx`, `.js`, `.jsx`, `.json`, `.md`, `.css`, `.html`, `.php`, `.txt`, `.yml`, `.yaml`, `.xml`.

## Prohibited
- No auto-conversion to legacy encodings.
- No bulk rewrite without backup.
